why not make it also peer-writing?
even if no one gets activley involved the idea is still there.
so would it make sense to post the raws listed as incomplete and then have your readers translate? and post those translations? and other people correct them?
Ideally a system like that would slowly allow for chapters to be translated depending on the interest of the reading groups as well as the groups general intelligence
I would help out but as of right now my japanese skills are far from useful. Which i imagine is the case among many other readers... unfortunatley.
I geuss my idea of where this should head is almost a wiki for manga. However I have noted the relative lack of pages hosted ex: Boku no Futatsu no Tsubasa is still pointing to 1-17 for the ADRTW bittorent. Is this due to server limitations? Difficulty in finding Raws? not wanting to take credit for translations? or difficulty of setting up conversastion box rollovers?

That is reason we can only select persons who can do good work. Raws posting is not big problem, translation is more problem to keep it accurate as possible, and lesser ruining by people with lower Japanese knowing level.
But for your idea, i can build separated site, with same system, and free public raw upload & translation system. I shall see if it's not too much ruining/changed by stupid people.
This site, i do only selected titles and make it real projects.
